(legally you are not permitted to use them in commercial games unless you’ve bought the main dlc pack, though) But they also contain the bases pack, so if you wanted just that without the other parts of the main pack, it could be useful! Unlike the main pack, I do think these are maybe overpriced, theyre half the price of the original pack when all they contain is the same characters in different costumes and animations. Two pay-to-play expansions called Character Pack 1+2, which contain hospital and police resources. Literally the only complaint I have is that the expansive bases pack has more options than the default materials!
